The regulatory roles of local authorities in the long-term care insurance for older adults: Focusing on the entrance screening and field inspections

Abstract
Local authorities have strong regulatory powers such as entrance screening and field inspections in the long-term care insurance in Korea. However, such issues have been rarely explored in the existing studies. The aim of the study is to examine how local authorities have executed their roles as regulators when the long-term care service providers enter the market and provide services in the fields. The researcher conducted small size semi-structured interviews with local civil servants and staff at the National Health Insurance Services. It is found that some local civil servants appear to examine new service providers as a mere formality since they do not conduct direct check in the field and only review documents when they enter the market. More importantly, it appears that the staff at the NHIS rather than public officials at the local authorities conducts the field inspections, mainly focusing on bogus billing to the NHIS. In addition, there has been the lack of collaboration for the instant inspections between the local authorities and the NHIS in the field. Therefore, the overall findings suggest that the roles of local authorities have been insufficient to meet their duties as public regulators.
